Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If an exclusion ground applies, the bidder may need to explain self-cleaning measures and, where applicable, provide supporting evidence. The machine-readable notice did not include the full list of precise exclusion grounds, so they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment and, if requested, provide evidence of registration. The bid must be submitted in the structure set out in the tender documents, and the bidder must confirm that the bid complies with all requirements in the procurement documents. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. If equivalent solutions are used in the bid, their equivalence must be explained and supporting evidence must be attached. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the official tender documents.
