Compliance requirements
The bidder must confirm the standard exclusion grounds, especially that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, or other listed offences. If an exclusion ground exists, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must provide a team of at least 2 specialists who are trained and certified by the device manufacturer to install and configure the device and, if needed, provide local support during the warranty period. The names of the team members must be submitted together with copies of the relevant certificates or proof of completed training; one example mentioned is VCS (Veritas Certified Specialist) or an equivalent, provided the bidder can prove equivalence. The bidder must have the manufacturer’s resale rights for the subject of the contract, including licences and product support, in the territory of the Republic of Estonia. When submitting the bid, the bidder must confirm compliance with the procurement documents, that the bid price will be submitted in the required structure, that equivalence has been explained where needed and supporting evidence has been attached, and that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. In the case of a joint bid, a power of attorney from the joint bidders must be submitted. The bidder must also provide the contract-signatory and contact-person details needed for contract conclusion.
