Compliance requirements

The bidder must confirm the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other mandatory exclusion grounds listed in the tender documents. Qualification criteria and exclusion grounds

The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 250,000. Joint bidders may combine their turnover. If the bidder relies on another entity’s resources, this must be indicated in the ESPD and, if requested, supported by the other entity’s consent and evidence of its turnover. For technical and professional capacity, the bidder must provide a list of road surface treatment contracts for publicly used roads completed within the 60 months before the start of the procurement, and, on request, confirmations from the client that the works were carried out properly. The exact quantity, scope and evidence requirements must be checked in the tender documents. The bid must be fully completed on the basis of the HD IV bill of quantities. The bidder may not change or delete the works descriptions, parameters, units, quantities or other data provided by the contracting authority. The bill of quantities totals must be submitted in euros with two decimal places. In the case of a joint bid, separate ESPDs must be submitted for all joint bidders, together with a power of attorney for the authorised representative. If the bidder has hidden authorised persons, their names and personal identification codes, or a confirmation that no such persons exist, must be provided. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.
