Compliance requirements
The tenderer must confirm the mandatory exclusion grounds in the tender documents, including participation in a criminal organisation, corruption, fraud and the other statutory exclusion grounds listed in the ESPD. If an exclusion ground applies, the tenderer may be allowed to show self-cleaning measures where the procurement documents permit it. The machine-readable notice did not include the full list in the excerpt, so the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder's total annual turnover from all business activities in each of the last three financial years completed by the start of the procurement must be at least EUR 100,000. The bidder must provide the turnover figures for those three financial years in the ESPD.
Within the 36 months before the start of the procurement, the bidder must have properly performed at least three contracts for organising cultural events. Each reference event must have had at least 500 participants. For each reference contract, the bidder must provide the dates, value, other contracting parties and contact details, including the contact person's phone number and email address.
The tender submission must include the form provided in Annex 2, the bid description form provided in Annex 3 and, where applicable, the powers of attorney in Annex 4 or 5. The bidder's team must include a project manager with higher education, Estonian language skills at native level or at least C1 level, project management experience in organising events during the last 36 months, and experience in organising at least one event of national or county-level importance with at least 500 participants. A CV, proof of higher education and, if needed, a C1 certificate must be submitted for the project manager. The team description must show the division of roles and tasks and the team's Estonian and Russian language skills, and if possible English language skills.
