Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender passport, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If an exclusion ground applies, the bidder may have to show self-cleaning measures where allowed. The machine-readable notice did not include the full list in a concise form, so the exact grounds and any recovery options must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must demonstrate technical and professional capability with at least 2 previous construction contracts performed as the main contractor and matching the characteristics defined by the contracting authority. These works must have been completed within the 60 months preceding the start of the procurement procedure; the contracting authority may also take older contracts into account to ensure sufficient competition. For each reference, the bidder must provide a description, total amount, amount, period, and the client’s and contact details if available. When submitting the tender, the bidder must confirm that the tender complies with the tender documents, that the tender price is submitted in the required structure, and that equivalence has been explained and supporting evidence attached where necessary. In addition, a site visit is a condition for qualification; the bidder’s representative must confirm this in writing on the contracting authority’s document completed on site.
