Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, and other mandatory exclusion grounds listed in the tender documents. The bidder must also confirm the required statements about authorised persons and, where applicable, self-cleaning measures. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 100,000. Joint bidders may combine their turnover. If the bidder relies on another entity’s resources, the details of that entity must also be provided, and the contracting authority may request supporting evidence or an extract from the annual report. For construction experience, the bidder must provide a list of public road construction contracts completed within the 60 months preceding the start of the procurement, and, on request, a confirmation from the client that the works were performed properly. The bid must be fully completed on the basis of the HD IV price schedule, and in the case of a joint bid, separate ESPDs must be submitted for all joint bidders.
