Compliance requirements
The bidder must not have the exclusion grounds listed in § 95(1) points 1–5 and § 95(4) point 12 of the Public Procurement Act. The bidder must confirm the absence of these grounds in the procurement register. If the bidder has other persons in the company who are authorised to represent the bidder, make decisions on its behalf or control it, and who are not visible to the contracting authority from the commercial register card, the bidder must provide the authorised person’s name and personal identification code, or confirm that no such persons exist.
Qualification criteria and exclusion grounds
The bidder must not have the exclusion grounds set out in § 95(1) points 1–5 and § 95(4) point 12 of the Public Procurement Act, and must confirm this in the procurement register. If the bidder has other persons in the company who are authorised to represent the bidder, make decisions on its behalf or control it, and who are not visible from the commercial register card, the bidder must provide those persons’ names and personal identification codes, or confirm that no such persons exist. The bid must be confirmed as compliant with the tender documents. In addition, the bidder must submit Annex 3, the bid price form, and a technical description of the electricity meters and routers, including the brand, type, model designation and manufacturer. If equivalent solutions are used, equivalence must be explained and supporting evidence must be attached. In the case of a joint bid, a power of attorney for the joint bidders must be submitted. The bidder must also confirm that the offered goods are not the object of international sanctions and do not originate from areas under sanctions.
