Compliance requirements
The machine-readable notice lists the standard exclusion grounds. A bidder may be excluded if the company, or its management, administrative or supervisory body member, or a person authorised to represent, decide for, or control the company, has a final conviction within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing. The notice also refers to the possibility of self-cleaning, meaning the bidder may provide evidence of measures taken to restore reliability where allowed by law or the tender documents. The exact exclusion grounds and any detailed proof requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove technical and professional capability through previous experience: within the last 60 months before the start of the procurement, at least 1 road or street construction or repair contract must have been performed properly, and the two completed contracts together must cover at least 4,000 m² of surfacing. This requirement applies to lots 1, 2 and 3. To prove this, the bidder must provide the work description, total amount, currency, scope of responsibility, period, and client and contact details, if required. The compliance conditions require the bidder to confirm that the bid complies with the tender documents, and in the case of a joint bid, to attach a joint-bid power of attorney.
