Compliance requirements

The tender documents include the standard exclusion grounds. The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent or control the bidder, have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud and the other listed exclusion grounds. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.

Qualification criteria and exclusion grounds

The bidder must have performed at least one forest machine maintenance and repair contract or order during the 36 months preceding the start of the procurement. The contract or order must have had a value of at least EUR 10,000 excluding VAT. The reference work must have been handed over to and accepted by the client. If the nature of the work allows phased handover, a contract may also be counted where the required volume of work has been completed and accepted by the client. To prove compliance, the bidder must provide a list of contracts with their value, dates, contracting parties and a description of the work. If the contracts were awarded through public procurement, the procurement reference number must also be provided. In addition, the bidder must confirm that the tender complies with the tender documents, that equivalence has been explained where necessary, and that the required evidence has been attached. The bidder must also confirm that it or its subcontractor has a workshop suitable for repair and maintenance work, large enough to repair, among other machines, forwarders and harvesters, and equipped with a crane with a lifting capacity of at least 8 tonnes.
