Compliance requirements
The bidder must confirm the mandatory exclusion grounds related to criminal organisation participation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences or offences linked to terrorist activity. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures and, where applicable, provide evidence of restored reliability. Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or an equivalent register in its country of establishment, if such registration is required there. For the construction-related field, the bidder’s average annual net turnover over the last three financial years must be at least EUR 200,000 per year; if the bidder has operated for less than three years, the same average turnover requirement applies for the operating period. Joint bidders may aggregate turnover figures. The contracting authority may request annual reports or other appropriate evidence to verify turnover. The ESPD must also include information on registration and turnover, and, where relevant, declarations from another entity if the bidder relies on another entity’s resources to meet the selection criteria.
