Compliance requirements
The tender documents state mandatory and voluntary exclusion grounds. The bidder must confirm that none of the listed mandatory grounds apply, including convictions related to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, illegal employment of foreigners, child labour or human trafficking, and tax or social security debt. The bidder must also confirm that none of the listed voluntary grounds apply, such as serious or repeated breach of a previous public contract or false information about qualification requirements. Qualification criteria and exclusion grounds
The bidder must have, within the 60 months preceding the start of the procurement, at least three properly completed contracts for electrical construction works similar to the subject of the contract, at least one of which must have a value of at least EUR 40,000 excluding VAT. A list of the contracts must be submitted, including the performance period, details of the other contracting parties, and, in public procurement cases, the reference numbers. The contracting authority may request evidence that the similar electrical construction contracts were properly performed.
The bidder’s team must include a person with valid switching authorisations who has been entered into Elektrilevi’s partner portal before the deadline for submitting tenders. If only low-voltage works of 0.22–1 kV are procured, at least low-voltage switching authorisations are sufficient; in other cases, both low-voltage and medium-voltage switching authorisations are required.
The bidder must have a person appointed as responsible for the work operation, and that person must also be entered into Elektrilevi’s partner portal before the tender submission deadline.
The bidder’s team must include a lead electrical works specialist with a valid A-level competence or, under the Occupational Qualifications Act, a qualification corresponding to at least level 6. At the time of submission, this person must hold the relevant certificate and must be added to Elektrilevi’s partner portal before the tender submission deadline.
The tender must include the price table in the form required by the tender documents. The bidder must also provide the details of the contract signatory and contact person, and, in the case of a joint tender, the power of attorney from the joint bidders.
