Compliance requirements
The tender documents include the standard exclusion grounds from the Public Procurement Act, including criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The machine-readable notice does not give the full wording of all exclusion grounds, so they must be checked in the tender documents. The bidder must also be able to provide self-cleaning evidence if an exclusion ground applies.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection, suitability or compliance criteria; these must be checked in the tender documents. Under the compliance conditions, the bidder must submit an unconditional bid, accept all conditions set out in the tender documents, and confirm that it has inspected the site in person. The bid price must be submitted according to Form 4, and the unit prices must include all costs related to the works. During contract performance, the contracting authority may reduce the scope of the works by up to 15% of the total bid volume. The bidder must be able to justify how the unit prices in Form 4 were calculated and formed.
