Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, especially that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for participation in a criminal organisation or corruption. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full list of exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s team must include at least one competent specialist for the works: a construction manager, level 6, specialising in the construction of indoor climate systems and competent in heating systems and ventilation systems. The bidder must provide the person’s details in the ESPD and attach a copy of the diploma or professional certificate.
If the bidder uses subcontractors and relies on their capacity, it must state the share of subcontracted work as a percentage of the total contract value and submit the subcontractor’s consent. In that case, a separate ESPD for the subcontractor must also be submitted where required.
The bid must be submitted in the required composition and include all documents and forms required by the tender documents. If the bid is submitted by a person whose right of representation does not arise from law, a power of attorney must be attached. In the case of a joint bid, a power of attorney for the joint bidders must be submitted. The bid must confirm compliance with the conditions set out in the tender documents, and equivalence must be explained and evidence of equivalence attached where necessary.
