Compliance requirements
The bidder must confirm the standard exclusion grounds, including criminal organisation participation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and other grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to provide dates, reasons, the person concerned, the exclusion period, and evidence of self-cleaning where allowed. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must demonstrate financial and technical capacity and compliance with the tender documents. For lot 1, the net turnover over the last three completed financial years must be at least EUR 120,000; for lot 2, at least EUR 225,000. The technical capacity requirements were truncated in the machine-readable extract, but the ESPD refers to previous construction experience: the bidder must provide a list of major construction contracts meeting the contracting authority’s specified characteristics, completed within the 60 months preceding the start of the procurement, together with evidence that the works were performed properly. The compliance conditions state that a guided site visit is mandatory; if the bidder did not attend, the bid will be rejected without review. In a joint bid, a power of attorney for the joint bidders must be attached. The bid must comply with all tender document requirements, conditional bids are not allowed, and where relevant equivalence must be explained and supporting evidence provided. The machine-readable notice did not include all precise qualification and compliance requirements; these must be checked in the tender documents.
