The tenderer must confirm that none of the exclusion grounds listed in the Public Procurement Act § 95(1) points 1–5 apply. The bidder’s team must include: a welding coordinator with certification according to EVS-EN ISO 14731 or EN1091; at least two welders with certification according to EVS-EN ISO 96061 for welding process 111; a project manager with at least a Level 7 certified qualification as a certified thermal energy engineer; a site manager with at least a Level 6 qualification as a thermal energy engineer; and at least 2 specialists for soldering/installation of pre-insulated pipe joint couplings with a valid training certificate issued by the Estonian Association of Power Plants and District Heating or an equivalent body. The bidder must also confirm the existence of an ISO 9001 or equivalent quality management system and provide a document proving compliance with that requirement.
