The bidder must confirm that neither it nor its management or representative persons have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The bidder must also confirm that it does not use subcontractors or suppliers subject to sanctions for more than 10% of the contract value, and that it does not engage subcontractors who must be replaced under Section 122(7) of the Public Procurement Act. In addition, the bidder must confirm that the offered goods are not the object of international sanctions and do not originate from sanctioned territories.

The selected documents show that the bidder must confirm compliance with the tender documents, submit an offer description, and provide the bidder compliance check table for part 1. The offer description must include the catering menu, a short description of the premises, and the contact details of the translation agency. If the offer is submitted as a joint bid, a joint bidder power of attorney must be attached. The offer price must be submitted in the required structure and must include all costs of providing the service; zero or negative prices are not allowed. Where relevant, equivalence must also be explained and supporting evidence must be attached.
