Compliance requirements

The bidder must confirm the mandatory exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. Qualification criteria and exclusion grounds

The bidder must have completed at least one properly executed construction work for a gravity sewer or stormwater pipeline within the last 72 months. The required pipe internal diameter must be at least De 200 mm and the pipeline length at least 200 m; this length may be achieved across up to two sites in total. To prove this, the bidder must provide a description of the previous work, including the project name, location, client details, period of performance, and confirmation that the work was carried out properly and in accordance with good construction practice. On request, the contracting authority may also require a client reference letter; it does not need to be submitted if the client was Tartu City Government. The bidder must have a business activity notice in the Estonian Register of Economic Activities for the activity “Construction” under “public water supply or sewerage” or equivalent competence in the country of establishment. The bid must comply with the tender documents, and where necessary equivalence explanations and supporting evidence must be provided. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bid price must be submitted excluding VAT in the required structure, and all cost schedule lines must be completed.
