Compliance requirements
The bidder must confirm that there are no exclusion grounds under Section 95 of the Public Procurement Act. The bidder must also confirm that there is no tax, social security or similar debt as of the start of the procurement procedure; if a certificate from the competent authority in the bidder’s country of establishment is needed, it must be provided. The contracting authority will also check tax debt from public registers. In addition, the bidder must confirm that subcontractors or suppliers representing more than 10% of the contract value are not Russian citizens, residents or entities established in the Russian Federation, are not more than 50% owned by such persons or entities, and do not act on their instructions. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
