The contracting authority will exclude a bidder if the bidder has tax debts, including state tax, payment or environmental charge debts, or tax/social security contribution debts under the law of the bidder’s country of establishment. The bidder will also be excluded if the company or a member of its administrative, management or supervisory body is subject to an international sanction. The notice also requires the bidder to confirm that none of these exclusion grounds apply.

The bidder’s net turnover for each of the last two completed financial years must be at least EUR 100,000, meaning that both 2024 and 2025 must separately meet this minimum. The bidder must have carried out at least 3 similar works during the 12 months before the contract notice was published, and this information must be submitted on the form in Annex 3. The bid must also include the bidder confirmations on the form in Annex 1 and the completed Supplier declaration on the form in Annex 4. The bid must remain binding for at least 2 months from the deadline for submitting bids.
