Compliance requirements

The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and other listed criminal grounds. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning where allowed. Qualification criteria and exclusion grounds

The bidder must have, within the 84 months preceding the start of the procurement, at least 3 properly performed contracts for the design and construction of security systems, including automatic fire alarm systems, in heritage-protected buildings. Each reference project must have a closed net area of at least 1,000 m². The contract details must be submitted in the form required in Annex 4 to the ESPD. The bid must also include the details of the specialists involved in performing the works: the designer must hold a Level 6 security systems designer professional certificate and have competence in designing fire alarm systems and emergency lighting; the site manager or project manager must hold a Level 5 responsible specialist certificate for security systems and have competence in installing and maintaining fire alarm and emergency lighting systems. If a specialist is not employed directly by the bidder, their consent to participate in contract performance must be attached.
