Compliance requirements
The bidder must confirm that none of the exclusion grounds listed in Section 95(1)(1)–(5) of the Public Procurement Act apply. These include, among other things, convictions for criminal offences, breaches of labour conditions, offences involving child labour or human trafficking, tax or social security debt, and breaches of international or Government of the Republic sanctions.
The machine-readable notice did not include any more precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the commercial register of its country of establishment if this is required by the laws of that country. If registration is mandatory, the bidder must provide a copy of the document proving registration. An Estonian bidder does not need to submit a separate extract proving registration in the commercial register.
The bidder and/or its subcontractor must hold a valid accreditation certificate in the field of verification of measuring instruments. Copies of the accreditation certificate(s) must be submitted as proof.
