Compliance requirements
The bidder must confirm that neither it nor its management or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, or any other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bid must comply with the technical description, and the bidder must complete Annex 1, the technical description form. The bidder must be the official representative or dealer of the offered products in the Republic of Estonia and must submit the manufacturer’s confirmation of representation and sales rights. If subcontractors are used or the bidder relies on the capacities of other entities, this must be submitted in accordance with the tender documents. The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents.
