Compliance requirements
The bidder and members of its management, administrative or supervisory bodies must not have been finally convicted within the last 5 years for participation in a criminal organisation, corruption or fraud, or the exclusion period stated in the conviction must no longer apply. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also contains other standard exclusion grounds, but the machine-readable notice did not include all precise details; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have sold similar chairs under at least 1 contract completed within the 36 months preceding the start of the procurement. The contract value must be at least EUR 8,000 excluding VAT. The bidder must provide confirmation and the required details in the standard ESPD form. In addition, the bidder must submit the completed technical offer table “Specification”, the bidder confirmation form, and, where relevant, a joint bidders’ power of attorney. The bid must comply with the tender documents and remain valid for 90 days. For the furniture, the bidder must provide evidence regarding REACH candidate substances or confirm their absence, provide dismantling and repair instructions, and confirm a warranty and spare parts availability for at least 5 years after delivery.
