Compliance requirements

The tender documents state mandatory and voluntary exclusion grounds. The bidder must confirm that none of the mandatory grounds apply, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, illegal employment of a foreign national, child labour or human trafficking, and that there are no tax, fee or social security payment arrears. The bidder must also confirm that none of the voluntary exclusion grounds apply, such as serious or repeated breach of a previous public contract or false information / failure to submit required qualification documents. Qualification criteria and exclusion grounds

Within the 60 months preceding the start of the procurement, the bidder must have properly performed at least three contracts for electrical construction works similar to the subject of the contract, and at least one of them must have had a value of at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts showing the performance period, the other contracting parties and, in the case of public procurements, the reference numbers. On the contracting authority’s request, evidence of proper performance must be provided, unless the authority can obtain the information from public or its own databases without significant cost. In addition, the bidder must have a person managing electrical works with a valid A-competence or, under the Professions Act, a qualification corresponding to at least level 6; this person must have the relevant proof at the time of submission and must be entered in Elektrilevi’s partner portal before the opening of tenders. For switching operations related to the works in the 0.22–20 kV electricity network, the bidder must have a worker with valid switching rights; if only low-voltage works of 0.22–1 kV are procured, at least low-voltage switching rights are sufficient, otherwise both low-voltage and medium-voltage switching rights are required. The bidder must also have a person appointed as responsible for the work operation, entered in Elektrilevi’s partner portal before the opening of tenders. The bidder must provide the names, job titles and contact details of the contract signatory(ies) and the contact person for matters related to contract performance; if the right of representation does not arise from the articles of association, a power of attorney must be included. The offer must include the pricing table in the form required by the tender documents, and all unit price fields must be completed.
