The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activity, money laundering or terrorist financing, and child labour and other forms of human trafficking. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the procurement documents.

The bidder must have properly performed at least 3 similar contracts in the 36 months before the start of the procurement, covering the sale of light fuel oil together with preparation of heating equipment for heating with fuel oil and regular and emergency maintenance, i.e. a full maintenance service. A list of contracts must be submitted with information on their value, dates and the other contracting parties. The compliance conditions also require confirmation that the tender complies with the procurement documents, that conditional tenders are not allowed, that a joint tender must include a power of attorney, and that any business secret in the tender must be identified and justified. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.
