The bidder must confirm that neither it nor its management or representative persons have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or terrorist offences related to a terrorist act or terrorist activity. Qualification criteria and exclusion grounds
A condition for qualification is an on-site visit to the object in order to clarify quantities and the necessary works. The bidder’s representative must confirm this in writing on site by signing the document prepared by the contracting authority. The bid must comply with the tender documents, and conditional bids are not allowed. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. Business secrets must be marked and justified in the bid, but the bid price may not be marked as a business secret.
