Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or offences related to a terrorist act or terrorist activity. If such a ground applies, the bidder may submit evidence of self-cleaning measures where permitted. In the machine-readable notice, the exclusion grounds were given mainly as standard RHS grounds; any specific exceptions must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have completed at least 3 equivalent contracts in the last 3 years, covering videoconferencing, audio or presentation equipment. The bidder must provide the contract values, dates and the other contracting party’s details; if the contract was a public procurement, the procurement reference number must also be stated. If the goods were sold under a framework agreement, qualification may be demonstrated by contracts or orders concluded and performed under that framework agreement. The bid must comply with Annex 2 technical specification, and for each product the manufacturer, model and brand must be provided. The bidder must confirm that the bid complies with the requirements and, where necessary, that equivalence has been explained and supporting evidence attached. It must also confirm delivery no later than week 29 of 2026 (13/07/2026–17/07/2026) and that the bid is not conditional. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. If trade secrets are marked in the bid, they must be briefly justified. The bidder must also confirm compliance with EU sanctions requirements: subcontractors or suppliers representing more than 10% of the contract value may not be Russian nationals, entities established in Russia, or persons/entities owned or controlled by them, and the offered goods must not be the object of international sanctions or originate from sanctioned regions.
