Compliance requirements
The machine-readable notice includes mandatory exclusion grounds for criminal organisation participation, corruption, fraud and other standard exclusion grounds from the tender passport. If an exclusion ground applies, the bidder may, where allowed, explain self-cleaning measures and provide evidence. The exact list of exclusion grounds and any recovery/self-cleaning details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least two contract references for the sale of WiFi network equipment within the 36 months preceding the start of the procurement. Each contract must be worth at least EUR 10,000 excluding VAT, and a list of the contracts must be provided with the value, dates, the equipment covered and the other contracting party. In addition, within the 36 months preceding the publication of the contract notice, the bidder must have properly performed at least 1 similar contract worth at least EUR 100,000 excluding VAT; a similar contract means a contract under which the bidder sold and delivered WiFi equipment or network splitters to one customer under one contract. The tender must confirm that the offered equipment complies with the technical description, include the technical specification, and where necessary provide an explanation and evidence of equivalence. In the case of a joint tender, a joint bidders’ power of attorney must be submitted and each joint bidder’s share and responsibility must be stated. If the contract will be signed by an authorised representative or the bidder relies on another undertaking’s resources, the relevant powers of attorney and consents must be provided. The tender price must be submitted in euros excluding VAT and must include all costs needed to perform the framework agreement properly.
