The bidder must confirm the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory exclusion grounds listed in the tender documents. The bidder must also confirm that it does not use subcontractors or suppliers subject to the Russia-related sanctions restriction for more than 10% of the contract value, and that it does not use a subcontractor that would have to be replaced under the Public Procurement Act. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning where allowed by law or the tender documents.

The bidder must be registered in the commercial register of its country of establishment. Average annual turnover for the period 01.01.2023–31.12.2025 must be at least EUR 100,000. The bidder must provide proof of professional liability insurance, or another document accepted by the contracting authority, for at least EUR 100,000. As a technical capacity requirement, the bidder must have completed at least 3 fibre-optic cabling installation contracts during the last 36 months, from 14.05.2023 until the deadline for publication of the contract notice.
