Compliance requirements
The tender documents include mandatory exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other standard grounds under the procurement rules. The bidder must confirm the required declarations and, where applicable, may provide evidence of self-cleaning. The machine-readable notice did not include the full list of precise exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the trainer’s CV in the required form, and it must be possible to assess compliance from it. The trainer must have delivered training for the offered software within the last 36 months, aimed at key users, conducted independently or through an interpreter in Estonian, and totalling at least 20 academic hours. If the offered software differs from the contracting authority’s existing software, the bidder must provide a demo environment web link with access credentials so that compliance can be checked throughout the entire evaluation period. The bid must also include the software licence terms. If the bid is submitted jointly, a power of attorney for the authorised representative and a statement on joint and several liability must be provided. The machine-readable notice did not include precise qualification or suitability criteria; they must be checked in the official tender documents.
