Compliance requirements

The tender documents list the standard exclusion grounds: convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and human trafficking, as well as other mandatory exclusion grounds under Estonian public procurement law. If an exclusion ground applies, the bidder may need to show self-cleaning measures, and in some cases the bidder must provide supporting evidence or confirm that the information is electronically available. The machine-readable notice did not include the full remaining exclusion grounds, so they must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder’s average annual net turnover for the last three completed financial years must be at least EUR 150,000 for the period 01/01/2023–31/12/2025. The contracting authority may request turnover data signed by a board member and will verify it in the business register. The bidder must have completed at least two public-facing marketing contracts lasting at least 3 months each within the 48 months preceding the start of the procurement procedure. A list of these contracts, including the time of performance and the other contracting parties, must be submitted. To perform the service, the bidder must involve at least the following specialists: - a project manager with at least 6 months of project manager experience in a marketing contract within the last 48 months and at least conversational Estonian and Russian language skills; - a creative director with experience in the role of creative director in at least two marketing contracts within the last 48 months; - a designer with experience in the role of designer in at least two marketing contracts within the last 48 months, including landing page design and the creation of ad visuals for digital channels, including at least one social media channel; - a social media specialist with experience in the role of social media specialist in at least two marketing contracts within the last 48 months. One person may cover up to two specialist roles. Together with the tender, the bidder must submit the team members’ details and each specialist’s signed confirmation of their experience, competence and willingness to participate. The tender must also include the creative concept, the initial marketing campaign plan, the price offer, the bidder’s confirmations, and, where applicable, a power of attorney or a joint tender power of attorney.
