Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and terrorist offences. The notice also requires confirmation that the bidder will not use a subcontractor that would have to be replaced under the relevant rule. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed.
Qualification criteria and exclusion grounds
The bidder must have, within the 60 months before the start of the procurement, properly supplied clients with at least 2 boilers with a minimum output of 700 kW, fired by flame or otherwise heated, including installation and other necessary construction works. The team must include a level 6 thermal energy engineer with a specialisation in the design of thermal equipment, or an equivalent qualification. The bidder must provide the name of the design project manager and, if the certificate cannot be verified in public databases, a copy of the professional certificate. In addition, the bidder must submit the site visit attendance record, the work schedule, the boiler house floor plan with the layout of the main equipment, a PID diagram with the sensors enabling control and a description of the control logic, a grate conformity certificate and the completed price form. The bidder must have a valid economic activity notice for pressure equipment works, and the exact requirements must be checked in the tender documents if any detail is missing.
