Compliance requirements
The machine-readable notice includes mandatory exclusion grounds such as participation in a criminal organisation, corruption, fraud and other criminal convictions. The bidder must confirm these grounds and, where applicable, may need to provide evidence of self-cleaning. The exact list continues in the tender documents and must be checked there.
Qualification criteria and exclusion grounds
The bidder must have completed at least 1 sales contract for a metalworking laser cutting machine within the last 36 months. A list of completed contracts must be submitted with the contract partner’s name and contact details, the dates of conclusion and performance, and, for public contracts, the reference number. If a contract is only partly performed after the start of the procurement, only the part and value delivered to and accepted by the client by the start date may be counted. The bid must include the completed technical specification and, if needed, additional informative materials that allow the contracting authority to verify compliance. The bidder must have representation rights from the manufacturer or an authorised supplier, including sales rights and technical support. The maintenance team must be competent, trained and experienced; a short explanation must be provided based on training, experience or other activities. If the bid is joint, an authorised representative must be named. If the bid is submitted by a branch of a foreign company, the foreign company’s ESPD must also be provided. The bidder must confirm that the bid complies with the tender documents and that the bid price is submitted in the required structure. The offered machine must have a valid CE marking certificate and an EU declaration of conformity present at the time of bidding.
