Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including participation in a criminal organisation and corruption. If an exclusion ground applies, the bidder may have to show self-cleaning measures and, where allowed, provide evidence of restored reliability. The machine-readable notice did not include the full list of exclusion grounds; the exact grounds and any required confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least one indoor cleaning and maintenance contract completed within the 36 months preceding the start of the procurement. The reference must meet two substantive conditions: the closed net floor area of the building must be at least 50% of the area required for the relevant lot, and hard-surface cleaning products used in performance must have an EU Ecolabel or another type I ecolabel under EN ISO 14024. The reference contract must have lasted continuously for at least 6 months. If the bid is submitted for several lots, the reference building’s closed net floor area must be at least as large as the largest lot for which the bidder tenders. The bidder must provide the reference address, area, list of cleaning products used, contract dates, client details and, where applicable, the public procurement reference number. The contracting authority may verify the reference with the client and request additional evidence. In addition, the compliance conditions must be met, including the required environmental training, monitoring, cleaning product and cleaning tool requirements, together with the required evidence or certificates.
