Compliance requirements
The machine-readable notice lists mandatory exclusion grounds such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and human trafficking, as well as other grounds under the Public Procurement Act. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The exact full list and any detailed conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or another similar register in its country of establishment. For Estonian bidders, the contracting authority checks registration through the register; foreign bidders must provide a document proving registration if requested.
Economic and financial standing: the net turnover for the last three financial years (2023, 2024, 2025) in the field related to the contract, namely cleaning services for premises, must be at least EUR 75,000 in each year. Joint bidders may meet this requirement by combining their figures.
Technical and professional ability: the bidder must have properly performed at least 3 similar indoor cleaning and housekeeping contracts during the four years preceding the publication of the contract notice. Each contract must cover at least 5,000 m2 of cleanable and maintainable floor area. A list of contracts must be submitted showing the other contracting party’s name and contact details, the size of the cleaned area, the contract conclusion and performance dates, and the contract value.
When submitting the bid, a cover page with the procurement name and bidder details must be included. The person signing the bid must have the right of representation; if this is not evident from the commercial register, a power of attorney must be submitted. Joint bidders must include the joint bidders’ power of attorney. A confirmation of submitting a compliant bid on Form 3 must also be provided.
