Compliance requirements

The tender documents state exclusion grounds under the Public Procurement Act § 95(1) points 1, 4 and 5, and § 95(4) points 1-4 and 9 together with § 177(2). The bidder must confirm that none of these grounds apply. The subcontractor control rules also require confirmation that subcontractors do not have these exclusion grounds.

Qualification criteria and exclusion grounds

The bidder’s total net turnover for the last three completed financial years before the start of the procurement must be at least EUR 5,000,000. If the annual accounts are not publicly available, the bidder must provide extracts from the accounts or other evidence on request. The applicant must submit completed Form 1 on personnel requirements and Form 2 on previous experience. Previous experience must cover maintenance and repair of armoured equipment, and within the last 60 months the applicant must have properly performed contracts or orders worth at least EUR 2,000,000 excluding VAT; for each contract, the bidder must provide the description, number, value, performance period and the client’s contact details. If the bidder relies on another company’s resources, it must provide that company’s details and signed confirmations covering the availability and use of the resources and joint responsibility. The quality management system must be certified to ISO 9001 or equivalent, and the environmental management system to ISO 14001 or equivalent.
