Compliance requirements

The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the tender documents. If an exclusion ground exists, the bidder may need to explain self-cleaning measures and provide supporting evidence. The machine-readable notice did not include the full precise list, so the exact exclusion grounds must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must have previous experience in selling police footwear and/or work and protective footwear. The requirement is met if, during the 36 calendar months preceding the start of the procurement, at least 2 contracts were properly performed, and under each contract at least 1,500 pairs of police footwear and/or work and protective footwear were sold. The bidder must submit an ESPD, listing the completed contracts together with their value, dates, other contracting parties and a description of the goods supplied. Before contract award, the contracting authority may request confirmations from the contracting parties, such as a confirmation letter or a handover-acceptance report. If the bidder relies on the capacities of another entity, the relevant information and confirmations for that entity must also be provided. The bid must comply with the technical specification, and the offered boots must have a protection class compliant with EN ISO 20347:2022 or an equivalent standard, at least O2 HI CI WR FO SR or better. The bidder must submit evidence of conformity, such as test reports, production certificates, EN or OEKO-TEX certificates, or declarations of conformity. A product sample must also be submitted before the bid submission deadline; if the sample does not meet the requirements, the bid will be rejected.
