The tender documents include mandatory exclusion grounds. The bidder must demonstrate financial and technical capacity. If equivalent solutions are used, the bidder must explain them and attach evidence of equivalence. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
