Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder may need to confirm whether any of these grounds apply and, where relevant, provide evidence of self-cleaning. The exact exclusion grounds and any detailed declarations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must meet the requirements set out in the ESPD and the compliance conditions. The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the official tender documents. To demonstrate compliance, the bidder must submit Annex 1, the technical specification and price form, together with the manufacturer’s datasheets or other manufacturer information showing that the device meets all technical requirements. If the original material for the offered device is in another language, a free-form Estonian translation must be attached. The tender must comply with the tender documents, any equivalence must be explained where needed, and a sample device must be delivered before the tender submission deadline. In the case of a joint tender, a power of attorney for the joint bidders must be attached. The tender price must be submitted in the required structure, and a description of data processing and security must be provided in the tender submission form.
