Compliance requirements
The machine-readable notice includes standard exclusion grounds from the ESPD, including criminal organisation participation, corruption, fraud and other mandatory exclusion grounds. The bidder must confirm whether any of these grounds apply to the company, its management or authorised representatives, and if so provide the required details and any self-cleaning measures. Precise exclusion grounds and the full list of questions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the tender documents. According to the compliance conditions, the bidder must submit a completed participation application, a completed list of goods and unit prices, the technical specification form, and the manufacturer’s technical data sheet. For each offered product, the bidder must provide the manufacturer’s declaration of conformity, instructions for use, packaging labelling and, where applicable, an EC certificate. If the bid is a joint bid, a power of attorney for the joint bidders must be attached. The bidder must also confirm that the bid complies with the tender documents, that equivalence has been explained where necessary, and that supporting evidence has been attached.
