Qualification criteria and exclusion grounds
The bidder, or a participant in a joint bid, must be registered in the commercial register or another similar register. If there is no legal obligation to register, a copy of the founding agreement or an equivalent document must be provided.
The bidder must have the right to sell the offered equipment or its main components and the ability to provide technical support, including spare parts supply and repairs. A confirmation must be submitted.
For contract performance, the bidder must have at least one person authorised to carry out the required type of electrical work. For that person, the bidder must provide the first and last name, the role in contract performance, and the name and number of the document proving qualification or competence. The contracting authority may verify the information and request additional evidence if needed. If the person changes, the bidder must ensure a replacement with equivalent qualifications.
The bid must include the technical description of the offered water treatment equipment system with the actual values of all parameters, manufacturer information, the user manual, a short description of the offered configuration, and a description of how measurement data will be transmitted to the contracting authority’s monitoring system. The offered solution must meet at least the technical specification and allow integration with the existing monitoring system.
The bidder must confirm that the offered equipment complies with applicable European Union requirements and bears the required CE marking.
Warranty terms must be provided as exact manufacturer and supplier conditions: at least 12 months for the equipment and at least 3 months for spare parts. Manufacturer maintenance requirements and recommendations must also be submitted.
At the time of submitting the bid, the bidder’s maintenance team must include at least one maintenance engineer or maintenance technician who speaks and writes Estonian and has the skills and experience needed for maintenance and repair work on the offered equipment.
The bid price must be submitted according to the prescribed structure and must include all costs related to delivery, installation, commissioning and training at Ristiku 1, Pärnu.
The bidder must confirm that the equipment is new and unused, not demo equipment and not refurbished.
After installation and commissioning, as-built drawings must be submitted in digital form before signing the handover-acceptance report.
