Compliance requirements
The tenderer must confirm that none of the mandatory exclusion grounds apply: no conviction for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing; no conviction for illegal employment of a foreign national or breach of foreign workers’ employment conditions; no conviction for child labour or human trafficking; no tax, duty or environmental charge arrears; and no conflict with international sanctions. The tenderer must also confirm that there are no voluntary exclusion grounds under Estonian public procurement law. Subcontractors and suppliers used for more than 10% of the contract value may not be Russian nationals, residents, or entities established in Russia, nor entities more than 50% owned or controlled by them, or acting on their instructions. The offered goods must not be subject to international sanctions or originate from sanctioned territories.
