Purchase of 10 kV switchgear for Kanepi substation (IK1654)

The tenderer must confirm that none of the mandatory exclusion grounds apply: no conviction for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing; no conviction for illegal employment of a foreign national or breach of foreign workers’ employment conditions; no conviction for child labour or human trafficking; no tax, duty or environmental charge arrears; and no conflict with international sanctions. The tenderer must also confirm that there are no voluntary exclusion grounds under Estonian public procurement law. Subcontractors and suppliers used for more than 10% of the contract value may not be Russian nationals, residents, or entities established in Russia, nor entities more than 50% owned or controlled by them, or acting on their instructions. The offered goods must not be subject to international sanctions or originate from sanctioned territories.

The bidder’s net turnover for each of the last three completed financial years must be at least EUR 700,000. If the financial year does not coincide with the calendar year, this requirement applies to the last three completed financial years. At least 6 months must have passed since the end of the last completed financial year by the bid submission date. The bidder must provide an extract from the accounts for the last three completed financial years, or another proof showing the turnover; for a legal entity registered in Estonia, this may not be required if the data are publicly available to the contracting authority from a register. The machine-readable notice did not include any other precise qualification or suitability requirements; these must be checked in the tender documents.
