The bidder must confirm that none of the exclusion grounds under Section 95(1)(1)–(5) of the Public Procurement Act apply to it. These include convictions for organised crime, corruption, fraud, terrorist offences, money laundering or terrorist financing; offences related to enabling illegal work or violating the conditions for employing foreigners; child labour or human trafficking offences; tax, environmental charge or social security contribution debts; and situations where the contract would breach an international or Government of the Republic sanction. The bidder must also confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus.

The bidder must be registered in the business register of its country of establishment or in another equivalent register if required by the laws of that country. For bidders registered in Estonia, the contracting authority will check the data itself. A foreign bidder must submit a copy of a valid registration certificate if its national law requires registration. As to bid compliance, the bidder must confirm that the bid complies with the conditions set out in the procurement documents and must submit the bid price according to the structure on the sheet titled 'Award criteria and evaluated indicators'. The calculation of works and costs must also be provided on the 'Calculation' form. The hourly rate may be stated in euros with up to four decimal places, and prices must be entered without VAT. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the procurement documents.
