Compliance requirements

The tenderer and its managers or representatives must not have final convictions in the last five years for the listed exclusion grounds, such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, where these grounds are included in the tender documents. Qualification criteria and exclusion grounds

The bidder must submit a weekly schedule that meets the minimum requirements set out in point 7.3 of the technical specification. The bid must include the form "Included experts" and copies of documents proving the education of team members. To perform the contract, the team must include a lead expert who meets the requirements of Section 34(4) of the Environmental Impact Assessment and Environmental Management System Act: at least a master's degree or equivalent qualification, at least 5 years of work experience in an environmental protection-related field or in the field referred to in Section 40(4)(6) of that Act, at least 60 hours of training in strategic environmental assessment and a passed exam, substantive participation in the work of an SEA expert group at least 3 times during the last 5 years, and at least 60 hours of management training plus experience managing at least 2 projects. The lead expert must also be competent in assessing impacts on Natura 2000 sites. In addition to the lead expert, the team must include at least a forest habitat types expert, a species groups expert, an environmental law expert, a forestry expert, an economics expert and/or ecologist, and a freshwater ecologist. One role may be covered by several experts, or one person may cover several roles, provided that all role requirements are covered and all named experts personally participate in contract performance. The bidder must prove the experts' education and previous experience when submitting the bid. The bid must comply with all requirements set out in the procurement documents. If it is a joint tender, a power of attorney from the joint tenderers must be attached. If the bidder relies on the capacities of other entities, the required information must be provided.
