The bidder must confirm the mandatory exclusion grounds, especially that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud, money laundering, terrorist offences, child labour or human trafficking, where these grounds are listed in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures. Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection, suitability or compliance requirements; these must be checked in the tender documents. According to the compliance conditions, the bidder must confirm that the bid complies with the requirements set out in the procurement documents, equivalence must be explained where necessary, and supporting evidence of equivalence must be attached. In the case of a joint bid, a power of attorney from the joint bidders must be submitted. For the industrial simulator, the bidder must provide a manufacturer’s technical description covering all technical data, dimensions, parameters, brand, functional requirements and control software requirements, and, where available, a link to the manufacturer’s website. The bid must be unconditional and the price must be submitted in the required structure, as specified in the tender documents and the evaluation sheet for pricing.
