Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds and any self-cleaning possibilities must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove technical and professional capability with at least one reference: within the last 60 months, it must have properly performed at least one contract for the construction or reconstruction of a public road or street, including the installation of at least 3,500 m2 of the top layer of asphalt concrete. The work may have started earlier, but it must have been accepted within that 60-month period. The bidder must provide the contract object, procurement reference number, client, contact details, period of performance, and the asphalt concrete area. The contracting authority may request a confirmation letter from the client that the work was performed in accordance with the contract. The bid must also confirm compliance with the tender documents, that equivalence has been explained where necessary, and that supporting evidence has been attached. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. A bill of quantities must also be submitted according to the required structure.
