Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, or any other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that it will not involve subcontractors or suppliers representing more than 10% of the contract value who are Russian citizens, residents or entities established in the Russian Federation, or who are directly or indirectly owned by such persons or entities by more than 50%, or who act on their instructions. In addition, the bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. Conditional bids are not allowed.

Qualification criteria and exclusion grounds

The bidder must have prior experience in producing and selling similar garments to the contract object. During the 36 calendar months preceding the publication of the procurement, the bidder must have produced and sold at least 3,000 similar garments in total. For each contract or transaction, at least 200 similar garments must have been delivered in a single shipment. Similar garments are considered to include blousons, sweatshirts, fleece jackets and other long-sleeved garments made of stretch fabric. The bidder must provide a list of transactions and evidence that they were performed properly. For the field uniform blousons, the bidder must also submit technical specifications for the main materials P1 and P2 and the sewing thread, together with manufacturer data and laboratory test results, unless the materials are used exactly in the form named in the tender documents. The tests must have been carried out in an accredited laboratory independent of the manufacturer, the documents must be dated and signed, and they must not be older than 5 years. The bidder must also state the warranty period in calendar months; a warranty of at least 12 months from the signing of the handover certificate is required. The bid must comply with the procurement documents, and where necessary an explanation of equivalence and supporting evidence must be provided.
