Qualification criteria and exclusion grounds
The bidder must provide a suitable methodology for carrying out the study, including a process description, justification of the chosen approach and a work plan with a schedule. The team must include a project manager, an analyst and an interviewer; one person may cover several roles. The project manager must have at least 2 years of experience in managing research and analysis processes, and the analyst must have higher education and at least 3 years of experience in conducting research and analyses. At least one team member must have sector-specific knowledge or experience in carrying out a similar study.
