Compliance requirements
The tender documents list the mandatory exclusion grounds. The bidder must confirm that neither the company nor its managers, directors, supervisory board members, procurators or other authorised representatives have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, and the other standard exclusion grounds set out in the ESPD. If an exclusion ground exists, the bidder may have to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full precise list in the excerpt, so the exact grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The selection criteria relate to both economic and technical capacity. The bidder’s average annual net turnover for the last financial years ended by the start date of the last three procurement procedures must be at least EUR 200,000 for the period 01/01/2023–31/12/2025. The bidder must provide the turnover figures for those years separately in the ESPD. To prove technical capacity, the bidder must have performed at least one contract in the last 36 months covering both the sale and installation of a lift under a single contract. For this experience, the bidder must provide a short description of the contract, the contract value, dates, the contracting partner’s name and registry code, contact details, and, if the contract was awarded through public procurement, the procurement reference number. If the bidder relies on the resources of another company, the relevant consent must be submitted. In the case of a joint bid, a power of attorney for joint bidders must be included. The bid must comply with the tender documents, and conditional bids are not allowed. The machine-readable notice did not include every precise requirement, so the official tender documents must be checked for the full details. The bid must also include the required forms and supporting documents where applicable, including the site visit confirmation, joint bidder authorisation if relevant, and the consent form for reliance on another company’s resources if relevant.
