Compliance requirements

The tender documents include the standard mandatory exclusion grounds. The bidder must confirm that neither the company nor its managers, directors, supervisory board members or authorised representatives have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may have to provide details of the conviction, the person concerned, the duration of exclusion and any self-cleaning measures. Qualification criteria and exclusion grounds

The bidder must submit the bid with the required team and confirmations. For ordinary service delivery, at least 4 advisers must be involved; for service delivery in a mass influx situation, at least 6 advisers are required. All advisers must have at least a legal higher education or an equivalent qualification. If the education was obtained abroad, an ENIC/NARIC assessment or a recognition proposal must be attached. In both situations, at least one team member must hold the lawyer’s professional qualification for representation before the Supreme Court. The bid must include each team member’s confirmation of participation and a copy, photo or acceptable extract of the document proving their education. The bidder must also confirm that the service will be provided in accordance with the technical specification, that the bid complies with the tender documents, and that the bid price is submitted in the required structure. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm that subcontractors or suppliers linked to the Russian Federation will not be used for more than 10% of the contract value, and any trade secret may only be marked within the permitted scope.
